During Mr. Loguercio’s ten years at the Federal Reserve Bank of New York, his numerous positions included roles as a staff accountant, budget analyst and benefits coordinator. He is now entering his 28th year at Munistat Services. He has served as guest lecturer at the school business officer certification course at C.W. Post and has spoken to numerous boards and organizations on issuer-related matters. Mr. Loguercio serves as a member of the volunteer fire department in Mount Sinai and as the Department Treasurer. He received a Bachelor of Arts from Hunter College of the City University of New York. Mr. Loguercio is a Series 50 Qualified Municipal Advisor Representative and Series 54 Municipal Advisor Principal.

Noah H. Nadelson, Chief Executive Officer, CIPMA

Prior to joining Munistat in August of 2002, Mr. Nadelson’s career started in 1997 as an Investment Advisor in the corporate headquarters of UBS PaineWebber in New York, NY. Working with a team of advisors in the Private Client Group, he was responsible for constructing municipal bond portfolios for institutional investors and high net worth individuals. He has served as guest lecturer at the school business officer certification course at C.W. Post and has spoken to numerous boards and organizations on issuer-related matters. Mr. Nadelson is a member of the NYS GFOA, Long Island Village Clerks and Treasurers Association, and the NYS Association of School Business Officials. He is also a member of the Municipal Bond Club of New York and has taught at the “Bond School” held at the Securities Industry and Financial Markets Association on the role of Financial Advisors. He is a registered Municipal Advisor (Series 50), Municipal Advisor Principal (Series 54), and has been licensed as a General Securities Representative (NASD, Series 7), as a Uniform Securities Analyst (NASD, Series 63), as a Registered Investment Advisor (NASD, Series 65). He received a Bachelor of Arts Degree in Economics from the State University of New York at Stony Brook.

Ginger Peters, Senior Vice President

Throughout her more than 30 year career with Munistat, Ms. Peters has become an integral part of the team.  Ms. Peters works closely with the advisors on the coordination and marketing of bond and note issues, including the preparation of Official Statements and Notices of Sale.  Ms. Peters provides leadership to the staff for administrative tasks and the day to day operations of managing the office.

Tom Cartwright, Vice President

Mr. Cartwright joined Munistat in 2011 after receiving his M.B.A in Finance from Dowling College. Prior to Dowling, Mr. Cartwright attended the State University of New York at Stony Brook where he received a Bachelor of Arts Degree in Economics while minoring in Business Administration. During his time at Munistat, Mr. Cartwright has completed advanced courses in DBC Finance and is the point of contact for performing quantitative analysis for new money financings and competitive refundings. He has provided various municipalities with multi-year projections, debt management affordability models and budget assistance services. Throughout his career at Munistat, he has assisted municipalities with the planning, marketing, structuring and post-sale compliance of bond and note issues. Mr. Cartwright’s professional associations include: the New York State Association of School Business Officials (NYSASBO), Suffolk & Nassau County Chapters of the NYSASBO, the New York State Government Finance Officers Association (GFOA), Long Island Village Clerks and Treasurers Association (LIVCTA) and is a member of the National Association of Municipal Advisors (NAMA). Mr. Cartwright is a Series 50 Qualified Municipal Advisor Representative.

Joseph Nocerino, Vice President

Prior to joining Munistat, Mr. Nocerino was a twelve year investment banking veteran in the public finance departments of Piper Jaffray & Co. and Jefferies LLC, respectively. Mr. Nocerino was responsible for managing the firm’s banking efforts for local municipalities in the State of New York. Mr. Nocerino has a detailed familiarity with New York State Local Finance Law. He has a thorough working knowledge of debt structuring, technical analysis, and negotiations with the rating agencies and providers of credit enhancement. Mr. Nocerino has developed an extensive skillset in quantitative analysis and cash flow, debt capacity and refunding modeling while facilitating the execution of a high volume of transactions. He has served as banker on over 200 senior managed transactions for governmental entities in New York State. He currently holds his Series 50 (Municipal Advisor Representative), Series 54 (Municipal Advisor Principal), Series 7 (General Securities Representative) and Series 63 (Uniform Securities Analyst) licenses. Mr. Nocerino is a graduate of Fordham University, where he received his Bachelor of Arts Degree in Economics.

Kelly Jiyeon Valastin, Administrative Assistant

Ms. Valastin earned a degree in Management Engineering with a cross-disciplinary major in Digital Management from Sangmyung University in South Korea. Ms. Valastin joined Munistat in 2021. She supports the company in various ways which enables the team to remain focused on their goals and be prepared for anything that may come their way. Specifically, Ms. Valastin oversees the maintenance of financial statements, prepares official statements for bond and note issues, organizes meetings,  manages client lists, assists marketing materials, and contributes to the company culture/environment in a positive way!
